Footage: Capture of the earthquake from the moment of its occurrence at the Fukushima prefectural office.
A strong 5 on the JMA seismic intensity scale. The shaking begins and the creaking sound of buildings increases intensity within the room of the main government building. Books and documents fall out, even the lighting in the room. Reacting to the bizarre situation, the owner of the camera heads to the hall from the room, then outside beginning to run, keeping the camera on. The moment he is out of the building, the glass of the front door shatters loudly. Outside, the water from the fountain (pond) across the door creates fierce waves, overflowing and soaking the surrounding area. The shaking stops for a moment, then large aftershocks continue. Facing the east building, one can witness smoke coming out of the rooftop. Governmental employees make their escape outside one after another. Aftershocks continue, and their feelings of shock and fright cannot be masked. On the ground, manholes have caved in or fallen out, pieces of glass are scattered about, and cracks have been created. Employees and those at the scene are instructed to evacuate and they all begin to head up to the nearby Momijiyama Park. Those employees guiding the people calmly instruct them to “stay away from the building as they walk.” By this time, Momijiyama Park, the designated evacuation area is overflowing with evacuees.
